because it's slower when it's emulating and not running in ahci mode... which is annoying because the only real solution is to reinstall windows and use the F6 drivers option to install the correct stuff from the get go

The GX520 probably uses the plain non-RAID version of the ICH6 or ICH7 Southbridge (e.g. ICH6 vs. ICH6R). If so, these Southbridges do not support AHCI per Intel specs. In addition, neither ICH5 nor ICH5R support AHCI.
In the event a supported Southbridge is used in GX520, Dell may have disabled AHCI support in the ICH Option ROM since there is no RAID function, either. AHCI features are primarily intended for RAID setups. The only features you're missing are NCQ and hot-plugging. NCQ does next to nothing for single drives.

You don't need SATA drivers. Why do you need this?
AFAIK, it seems that the SATA ports on the Intel mobos end up emulating an IDE port? It doesn't ask for SATA drivers on my GX280.
