Was the second drive installed using Data Lifeguard from WD originally? If so, an overlay was placed on the boot drive, which was lost on reinstall. You need to install the same overlay again, or the other drive will remain inaccessible.

Since GoBack alters the boot sector, you may have to reinstall it.

I did not use Data Life Guard.  I did have Norton System Works 2006 installed and attempted GoBack after the registry issue.  It seemed to go back but no help so I reinstalled windows.  During the reinstall, the setup disk recognized both drives, to which I selected the C drive to wipe clean.  One other factor is that both drives were NTFS, clean C drive is still NTFS.

So your thought is that by reinstalling System Works with GoBack, I may be able to recover the data on the second drive?

Possibly. GoBack alters the boot sector, so without it the second drive will likely remain unreadable.
