Yes, if your system is under warranty, you should be able to obtain all the CD's needed for a manual reinstallation, you may have to be politely persistent about it.
The small FAT 32mb partition has the Dell diagnostics, the FAT32 3gb partition is the Dell/Symantec PC restore utility, that has now lost the ability to restore the system to it's factory condition, due to reinstalling XP.
