From the way you posted, it sounds like the option is two drives; a DVD-ROM
and a DVD Burner; or a Combo Drive (single drive).

A Combo Drive is a combination of a DVD-ROM and a CDRW Drive.  It will read CD
and DVD media but can only write CD media.  A Combo Drive cannot burn DVD media.
A Combo Drive with a DVD Burner will be redundant.

The other option of two drives, a DVD-ROM and a DVD Burner, will do everything.
It will read and write CD media and DVD media.  That is the most common drive
configuration in todays PC world.  The DVD-ROM would be the workhorse drive
(loading software, playing music, etc.) and the DVD Burner will be the writing
