I think that flicker is probably the hourglass appearing for an instant.  It would mean the 'puter is momentarily busy doing something.  But I don't know what is causing it.

It could be that disk indexing is going on.  Possibly.  Or it could be something to do with security/anti-virus that's checking things in the background.  Maybe.  I believe it's far more likely that it's software rather than hardware.  Some software, or something in the system, is running a background process.  That's my best guess.

Does the puter work ok otherwise?

The computer is working fine otherwise. It's more of an annoyance. From the moment the computer starts up, it continues to do it. The only new software I loaded was for my Treo phone. Other than that, it's brand new. I disabled a bunch of start up items with msconfig, to no avail. Dell sent me a new hard drive and software, they did it reluctantly I might add. Their error report didn't show a problem with the hard drive. I might just sell it on eBay and take my losses. I've never had any laptops go bad right out of the box, and I feel they should've offered a replacement. I used it for an hour or so. I've had Toshiba, HP, and Sony's before and they were more cooperative. The new hard drive and software came with no instructions, almost like, here an experiment and go work it out. I decided to try Dell because I heard their customer satisfaction was tops. I guess you must buy direct thru them to get 'top' treatment? I really appreciate you writing me back. I've spent my life doing unselfish acts for strangers (it's almost my creed) and it's nice to see that another human is unselfish in that way. I thought I'd replace my deskyop with this laptop, but I'm not giving it a 2nd thought now. I bought an E1505 too, though not loaded like this E1705 is. Thanks, for whatever help you can render. I hate software glitches. That's what my 6 month old HP desktop is doing. It's more functional, and works much faster. Thanks, a million. Best Regards, SK. Ps. It is the hourglass appearing for a second or 2!

Yes, I'm aware of that. I've been on eBay since '97 with 600+ positives and no negatives. The only time I missed was when I was overseas in Iraq. The seller I bought it from has not seen fit to answer even one of my emails. I think he got a 'special' purchase thru West Point, but that's another issue. My old laptop works faster than both the 1705 or the 1505 with their 'Duo' Processors and large HD's and RAM. I have tons of extras for both so someone will get a great deal for pennies on the dollar. I'm not greedy nor deceptive and I wouldn't stick someone with anything sub-par. They can deal with Dell and figure out what's up! Thanks, for your insight on the possible solutions.

If you put it on Ebay be sure to mention what it is doing.  You don't want anyone opening a dispute against you.

As a sidebar, I just restored the original defaults. The computer (pointer) is no longer doing the flickering and displaying the hourglass constantly. The glitch is now gone! I guess I will send Dell the new 100GB HD back with the software. Thanks again, for your help. I'm going to switch manufacturers or buy direct from Dell with a full warrantee! I think I want a full keyboard though!

Sorry if I sounded Testy but I have been thru the Ebay dispute resolution process and did not enjoy it.  I hear all the time about people putting stuff onto Ebay that is not working just to get rid of it.  Basically they are dumping their problems onto someone else and many of them will say that since someone did that to them, they now have the right to do it to someone else.  I say two wrongs do not make a right.

I am sure you are on the level.

You're 100% right on the money about eBay. I recently got really taken on eBay buying a 1 ton truck. I was dumb enough to do it on a 'side' deal. From a seller with perfect feedback. The diesel engine blew on my way back home. It was a 1500 mile drive. The seller knew we just took a massive hit from hurricane Katrina, and I returned from overseas because my wife was sick. This heartless sorry excuse for a human stuck me real good. The truck is outside my door as a $17,000 reminder, and my 12+ hours sitting on the side of the road up in Wisconsin. Since then, I've pulled over for dozens of people. So, maybe it was cathartic for me? Either way, I'm always honest on eBay. Folks who bought from me or my wife, knew they came first. I've been taken to the cleaners on eBay, so I know right from wrong. Well, I got that from my parents and grandparents. I'm sorry, if I gave you the impression your reply made me angry at all. You were doing the right thing, which is the path of least resistance but seldom traveled. Keep up the good work! I might donate it any way? I appreciate you taking the time to write me. Basically, I was left on the side of the road again. Except by you! Thanks, a million.
