Problem Installing IDE Hard Drive on Slave Channel

Question

When I install my IDE hard drive on a slave channel with a cd burner on the master, the bios will not recognize the slave IDE HD and Windows will only run it in PIO mode. When I install the IDE hard drive on the master channel, the bios detects it and windows runs it on in Ultra DMA 5 (what it's supposed to do). What gives? I've swapped out cables. Uninstalled the device driver. Tried all the tricks in the book. Any ideas? Is the IDE controller broken?

Are you jumpering cable select for all ATA devices as required on Dell systems? (not master or slave)

I am. I also tried to work through it with Dell customer support. The same problem happens when I try to install two optical drives as well.
