Lets start with a couple of standard troble shooting steps: Click on the CD/RW link in my post and scroll to Section 15, article 1; Section 20, article 3. Run these please. You have checked those latter two discs in another system to verify the discs themselves are not the issue, correct?

I did exactly as you suggested. It appears that I successfully completed each task and that my computer responded appropriately. I still am getting the same response when I insert those CDs. I also checked the CDs to see if they would run on my laptop and they did without trouble. I surely hope you have more tricks up your sleeve.
Dell has firmware update for CD-ROM here: LG CRD 8482B
As for the CD/RW drive, have you tried updating your burning software and/or uninstalling/reinstalling it?
Will it read those disc you mentioned?
