A couple things to check. I suspect the tech may have switched the jumper setting, so pull the drive out and make sure it's set to cable select. If that looks ok, check the four diagnostic lights on the back.

Osprey, thanks for responding! I have the jumper set to the middle pins. It's a 10 pin Western Digital WD800 caviar, enhanced IDE drive. I looked on the back of the computer and all 4 lights marked a, b, c, and d are lit. I tried the hard drive both on cable select and master settings but no luck. Do you have any other suggestions? I really appreciate it.
I tried....no dice. I disconnected the slave and tried again...nothing seems to work. I don't have the original drive cable, just the dual so I don't know if that's why it won't work individually but I've tried virtually every single jumper combination both with one and both drives installed and nothing works. Unfortunately, I don't have the disc either. Just some dell support disks that dont run when I put them in. If I could somehow get to a setup or bios screen I think I'd be fine. Ive tried f8, f2, delete, f12, nothing works. :(
Dell systems use cable select, so that's where you should always start. I presume the "middle pins" means cable select?
I'd pull the other drive out for the moment. Make sure you boot to system setup and reconfigure the drive setup appropriately. Do you have your XP disc handy? You could try booting to that.
No, unfortunately I don't. I can't find any xp discs, just the old Dell support discs. I tried to put all of them in but nothing comes up on the screen. The discs just spin for a second then stop. I don't have a floppy drive.
