Look for updated firmware for the drive on the Dell Support website.  By entering the Service Tag Number of your 2400 you will be able to see what software and drivers are available for it.  Find the latest firmware for your drive, download and install it.  Identify the exact model of your drive by going into Device Manager and clicking on the + sign next to DVD/CD ROM Drives.
 
You mentioned a reinstall of Windows.  If this was a clean install you need to also install your hardware device drivers.  Install the Intel Chipset Driver first then the Dell Desktop System Software.  You can install the other drivers like the audio and video drivers in any order you want after that.

I'll add a thought. Since you have just reinstalled Windows, the most likely issue is that the chipset drivers were overlooked in the reinstallation, with the result that your drive is not running in DMA mode. You can check by following these instructions.

Click the Start button, and then click Run.

In the Open box type the following text:
Regedit.exe.
Click the OK button.
Click the plus sign (+) next to HKEY_LOCAL_MACHINE.

  NOTE: When you click the plus sign (+) next to a folder, it will expand displaying the folders it contains in the left-pane of the Registry Editor. When a folder is highlighted, its contents will be displayed in the right-pane of the Registry Editor.
 
Click the plus sign (+) next to SYSTEM.
Click the plus sign (+) next to CurrentControlSet.
Click the plus sign (+) next to Control.
Click the plus sign (+) next to Class.
Click {4D36E965-E325-11CE-BFC1-08002BE10318}.
On the right hand side of the window, click UpperFilters.
Click Edit on the menu bar.
Click Delete, and then click OK.
On the right hand side of the window, click LowerFilters.
Click Edit on the menu bar.
Click Delete, and then click the OK button.
Click Registry, and then click Exit.
Restart the computer normally.
 
 
Please perform these steps now :
Please click on Start and then click on Run.
Please type devmgmt.msc and press enter key.
You will see the device manager window.
Please click on the (+) sign in front of CD/DVD option and check if you are able to see the drive listed there or not.
Also please check if you see any yellow exclamation marks or any red cross mark there in front of the drive.
 
1.       Click the plus (+) sign next to IDE ATA/ATAPI Controllers.
2.       Right-click to highlight the Secondary IDE Channels, and then left-click Uninstall in the pop-up menu.
3.       Click Yes to confirm the device removal.
 
 
after all this also if the drive does not work.run the test on the drive.
 
Steps to run the test on the CD / CDRW / DVD / DVDRW drives.
1. Reboot the system.
2. Press the F12 key on the keyboard when the Dell logo appears.
3. Choose Boot to Utility Partition from the diagnostic menu.
4. At the Diagnostics menu, click the Custom Test button.
5. From the list of devices, click the (+) plus sign next to CDROM/DVD.
6. From the list of drives, click the (+) plus sign next to the drive which you wish to test.
7. Click the checkbox next to Built In Self Test.
 
Please note that the Built in Self Test requires that all media be removed from the drive prior to running the test.

After another 3 hrs on the phone, they are sending a tech to replace the drive.
