How to burn 12cm DVDs from 8cm camcorder discs and add audio

Question

Inspiron 600m, external DVD read/write, SoundBlaster audio, XP SP2, 2GB RAM, 2GHz, etc. I want to copy camcorder discs to regular DVDs and add audio commentary/back-ground music in the process. I need suggestions for additional hardware/software and would appreciate any clues in this direction.   Carleff
