I don't think the 4400 will support a large drive- you should consider buying a PCI EIDE controller card with a BIOS that supports large drives. You will also need an install CD with SP1 or SP2 on it.
OKAY......I received the following information from Dell.....so does this mean I have to do a new motherboard or can I follow your advice?
I do understand your concern and wish to inform you that the Motherboard controllers do not support the Hard Drive strage capacity of more that 120 GB.
What this means is that the maximum storage capacity of the Hard Drive on your system is 120 GB and hence the issue.
Someone is full of it at Dell. I just upgraded a freinds 4400 with a 250GB HDD with no problem. I just made sure the Bios was current and XP was current before I cloned his 20GB drive to it. I also replaced the IDE cable with an 80 pin cable.
Actually, Dell is not full of it, in this case. You just do not realize the computer is still running Win98. Even with the BIOS version, Win98 was never coded for large drives.
Partition your physical drive into 2 logical partions,

Upgrade to WinXP SP2
Since Dell blames the issue on a motherboard limitation, and since there is no such limitation, then yes, they are full of it.
