After reinstalling XP, do you recall installing the Intel Chipset drivers next? Enter the BIOS/System Setup and verify that the drives are turned on. The drivers at the TSST site you are referring to are actually firmware updates. Unless directed bye a Dell Moderator or a Dell-Tech, the use of a non Dell validated firmware voids the warranty on the drive, currently Dell does have firmwares available for both drives but first we must get the devices detected bye the system.

OK, GOT IT. HERE IS WHAT I HAD TO DO TO GET DVD+RW TS-H653A AND CDRW DVD TS-H493A RUNNING ON MY XPS 710 (WINDOWS XP) SYSTEM.
A.) IN DEVICE MANAGER, EXPAND CD / DVD DEVICES, SELECT THE BOTH DRIVES AND CLICK THE UNINSTALL BUTTON.
B.) EXPAND IDE CONTROLLERS AND DELETE BOTH CHANNELS AND THE CONTROLLER.
C.) OPENED THE REGISTRY: CLICK START / RUN / TYPE REGEDIT (BE CAREFUL AT THIS STEP!)
D.) GO TO THE FOLLOWING REGISTRY:HKEY_LOCAL_MACHINE\SYSTEM\CURRENTCONTROLSET\CONTROL\CLASS\{4D36E965-E325-11CE-BFC1-08002BE10318}
E.) DELETE THE UPPER AND LOWER FILTERS
RESTART COMPLETE COMPUTER SYSTEM AND IT SHOULD WORK.
I TRY DOING ONLY PARTS OF THIS LIST WITH NO LUCK AND TO DO ALL (A. – E.) STEPS TO WORK CORRECTLY. ACTUALLY, I HAD TO DO IT 2 TIMES BECAUSE THE FIRST TIME THE UPPER FILTER WERE WRITTEN IN AGAIN.
