You got a big problem, dell is the only one that can give you the master password on proof of ownership. This is because people steal laptop and try to get help on bypassing the password. If you can't get the original owner to help you then you can put the laptop against a door in the house that will not stay open.

Contact the seller and return it. Without the ability to transfer ownership to your name, you have a paperweight otherwise.

I've asked my seller to try and find the owner he has tryed to hard to find it all we know it was owned by a company. If i put a new Hard Drive in there will it solve the problem ?

It won't be possible to come out of this situation untill you get the name or original owner and fill the Ownership transfer form.
 
 
Otherwise you may need to replace the motherbaord along with hard drive, and that will cost almost same as the cost of computer.
