Mount the drive in a 2.5" external case such as the one linked below, attach it to a working system, take owernship of the files you need and copy them to the working system's hard drive.

I have now backed up the hard drive data that i needed to my desktop machine, And now pressed the F11 key on boot up but I am still getting the Blue screen. As below

 

A problem has been detected and windows has been shut down to prevent damage to your computer.

 

If this is the first time you've seen this stop error (if only) screen, restart your compter. If this screen appera again, follow these steps:

 

Check for viruses on your computer. remove any newly installed hard drives or hard drive controllers. Check your hard drive to amke shure it is properly configured (MSConfig was changed prior to these problems to start in safe Mode this was done after following some web site advice not this site) and terminated. Run CHKDSK /F to check for hard drive corruption, and then restart your computer.

The machine is tryin to start in safe mode now and won't start any other way.

You're pressing the wrong key.  You must press CTRL-F11 at the Dell screen.  If that doesn't get you into the Dell-Symantec restore process, something is wrong with the quick restore and you'll need to load Windows manually from the CD.
