I'm not sure what that SCSI CD-ROM is, but I believe it's a CD emulator associated with some program you have installed, possibly a DVD copying program.
The extra drive was from Daemon Tools Lite. uninstalled for the time being.
Tried the steps, no go.
At the partition wall test i got a message "the disk is not a data disk such as a program installation disk. do you wanna try again?" i did the test on my other cd drive to see what should happen then repeated for the nonresponsive drive. same outcome. (yes, i had a program disk in the drive)
DMA is enabled.
Maybe it's physical? maybe it's shot? i wanted a DVD-burner anyway, maybe it's time

Please work through these standard troubleshooting steps first. Then check the DMA settings for both drives.

Yes, time to UPGRADE!! :D Try Newegg, in my signature. You need an IDE drive, not SATA.
