What is the reading of the power button LED, solid green, blinking green, solid amber, blinking amber?
Check the sequence of the diagnostic lights on the back panel of the case, see
here.
If there are any error messages, please post the exact text of them?

A solid amber LED, usually indicates problem with a device that might be malfunctioning or incorrectly installed.
Try the following,
Remove and then reinstall the memory modules.
Remove and then reinstall any cards.
Remove and then reinstall the graphics card, if applicable.

It is a Desktop 8400
and windows 2000 xp i think im not sure
