Driver IRQL Not Less or Equal

Question

I have a Dell Inspiron 531 S desktop that is two years old but has never been used.  Upon starting it up, I got windows failed to start and selected the repair option.  System was unablel to repair itself, it then sent me to a system repair options screen but I could not get into that because I don't have a password.  The person who had the machine for the past 2 years can't remember if they even set it up with a password.  So I tried to get into safe mode (unsuccessfully) and also tried to just do a reinstall but the system does not recognize the DVD.  Now I get a screen that says Driver IRQL not less or equal.  There have been no hardware or software changes to this computer as it has never been used.  Technical information says  STOP: 0x000000D1, 0x0000000, 0x0000008, 0x0000008, 0x00000000.  Can anyone help me with this???  I have to get this computer going soon and it is out of warranty so I am really stuck just trying to fix it myself.

Yes, I have tried to use F8 to no avail.  The system does not respond to that.  Thanks for your help.

Is there anyone out there that can help me with this issue??  I cannot understand how a brand new computer that has never been used could have this issue.  Any help would be greatly appreciated.

Hi,

I was able to run the Windows Debugger program but apparently it can't determine which driver is stopping the computer. I've run the diagnostics to every piece of hardware and it runs clean. Mine's definitely a software driver issue and i've upgraded every driver. I think it's time for me to deinstall and reinstall every driver till I hit the right one. Have you tried the Event Viewer and run the Debug program yet? Diagnostics? It might help find your issue.

I was able to get the password to the computer and then get into windows.  Still am having some issues with the computer but I am least able to get into windows and move around a bit.
