Roxio Creator & MyDVD 9.0 program that came with the Dell PC. Also tried with AverDVD EZMaker V4.0 which is an old application. Windows Explorer also says no disc in drive. I didn't think it was a software compatibility issue but more of a hardware one.

Before doing anything else, try a different brand of disc like a Sony or try a different TDK disc from the stack. TDKs are suppose to be fairly good.
