Wireless card issue - Studio 1537 unable to use an IP address to connect to internet

I've been trying to get internet access through public WiFi access.  I get a connection but it's slow.  When I try to navigate to another web site, the error message "Internet explorer cannot display the web page." 

I ran a connection diagnostic on the internal wireless network card. All the tests passed except the Internet IP ping test.  The information given says the computer is not able to use an IP address to connect to the Internet.  I have a home network and can connect wirelessly through my local network.
