Hi Linda,
I have one of those ancient 400`s, been a very good PC, (knock on wood .. lol).
Let see if this might be a driver issue, click on the CD/RW gif in my post and scroll to Section 15, article 1 and Section 20, article 3. Next you might try cleaning the drive, I prefer one of those cans of compressed air, short "blasts" of air. Dell has an article on this in Section 9, article 4 of the same CD/RW link.
Two last things, check your DMA setting for the drive, I know I had to do a trail`n error with my 400, Dell I believe has a firmware update for the drive and at times a firmware may breath new life into a dieing drive or at least for awhile. Use the "Downloads" tab above, enter information for your system and follow the links.
