I was using windows 7. But it was installed by the retailer before 6 months. The Blue Screen displayed and could not run properly. The messege was somewhat "disable the cache ..." When I was working, the display would freeze and display blue screen in seconds.
Ok, I am going to suggest you run the Dell diagnostics on your hard drive by booting to your Dell drivers and utilities disc. This should have come with your computer, but if it didn't let me know.

Why did you reinstall Windows 7? Were you having problems?
By the way, just so you understand, there is nothing wrong with your BIOS. But we need to figure out what the actual problem is.

We need the model of your Dell.
This error can be caused by faulty hardware, such as the hard drive or RAM. Are you sure your hard drive is good?
