Go to Control Panel > Add/Remove programs. Locate and click on (BOTH) entries for Microsoft .NET Framework 4.
Microsoft .NET Framework 4 Extended needs to be removed 1st and then the client app next to it (see screenshot below)
If you are still unable to locate (even though the system was telling you .NET 4.0 was already installed) then download and use this tool to erase all traces of it.
Dell-Zohaib R, I have found in the event log viewer what I think is the error I don't know how to read it but maybe you can or you know someone who can. However I don't know how to show it to you. Try this link to my skydrive and their should be three photos of the event log. skydrive.live.com

Ok, so i tried the removal tool you suggested, it seemed to work until i tried re-installing Microsoft.NET from the link you gave me, it came up with the same message saying i already had Microsoft.NET. I repeated the process a second time and still the same outcome. i then located the Microsoft.NET program in C Drive and tried deleting the folder however it came up with an error message saying the file or folder was open in another program. I swear I have a Monday made laptop meaning, it was made on a Monday when no none likes coming to work on Monday, so they just rush and stuff things up. There are so many problems I have with this laptop its not funny, its almost like its a faulty laptop, I mean when i got it the keyboard back light wasn't even plugged in, I had to get Dell to come around and fix it. I just want it all fixed.
Problem we have is that you're running Windows 8 (which comes with .Net 4.5 pre-installed) but we need .Net 4.0 API's installed to get CCC working. Microsoft say .Net 4.5 is "fully backwards compatible" with version 4.0... which is a total lie.
Problem I'm having is that I can't locate a decent tutorial for installing .Net 4.0 on a Windows 8 machine!! Can anyone else help with this?
EDIT: Done some more digging and would like you to try this
The Fix: It turns out that some of my user specific files for CCC were causing the error and uninstalling does not remove them. To resolve the issue follow these steps:
Open Control Panel (from shortcut menu windows key + x)
I uninstalled all components of 'AMD Catalyst Install Manager'
Restart computer
Open 'C:\Users\ \AppData\Local\' (replace username with your local username)
I finally got the screenshot of the event log. This error is apparently pertaining to the “.Net Framework”. Please follow the steps suggested by Paul and let us know the results.

Yes I went onto add/remove programs however I don't see the Micrsoft.NET Framework 4 programs on there.

You could try re-installing / repairing .Net 4.5
