Paul, the answer to both questions is No. It is still a hidden device. Could it be a hardware issue? That seems odd, considering it was working just fine before the clean install. Does anyone have any idea?

So with the help of a program called Driver Navigator, I was able to determine that the manufacturer of my touchpad is Synaptics, not Alps as is indicated here:

http://www.dell.com/support/drivers/us/en/19/Product/inspiron-14-n4030

So the drivers for the touchpad just seem to be the wrong drivers. However, I downloaded the correct ones, and it STILL DIDN"T WORK! :(

Is it possible that starting from scratch and doing another clean install might help?

Woo-hoo! I did it!

Out of desperation, I started disassembling the laptop, and I noticed that the clip for the touchpad cable was open. I pressed the clip down on the cable and reassembled the computer. It works! It freakin works!

I want to thank everyone in this thread who helped through these last few days, especially Paul and Kuldeep. Thank you! If I could hug you, I would!

Woo-hoo!

Glad it's finally sorted Brian. Pity the diagnostic didn't pick that up (unless you didn't do one)
