Could be a number of things - is the build of the OS the same (same programs loading at startup)? Hard drive the same in each or is one faster? On the P4, does the BIOS sense the AC adapter? If not, the system will run much slower.
Clock for clock the P3 is more efficient than the P4 though.

Startup programs?
Check Msconfig>Startup on both machines and compare
