I assume your pc is a Dell in which case the drives should be set to cable select.

yes they are and yes my machine is a dell. So your saying if i put both on to cable select, they'll work? Only one way to find out ...

Both drives (DVD drive) (CD RW) are plugged in, both on Cable select and there not showing up and windows isn't registering a new piece of hardware. The DVD drive isn't from Dell but that doesn't matter?

The BIOS must detect the drives first.  If the BIOS isn't detecting the drives then Windows will not see them.

The advice about Cable Select is correct.  All of your drives, CD and Hard Drive should be on Cable Select. 

Also make sure the IDE Ribbon Cable is fully seated on the drives. 

If you are absolutely sure they are strapped and connected properly and still not working, disconnect the new drive (disconnect the IDE Ribbon Cable) and then power it back up and see if the original drive is being detected correctly.  If it works OK with the original drive, there could be a hardware problem with the new drive causing your problems.  Hook up the new drive, only, and see if the BIOS detects it and detects the proper type and if it does, start Windows and see if Windoes detects it and installs it probperly (check the Windows Device Manager). 

And if both will not work together and still have a problem it may be the new drive has a problem, my first guess and if yoou can exchange it where you bought it, I'd try that and see what happens.
