TPM Activation Using CCTK

I have tried several different ways to activate the TPM using CCTK.  I can turn on the TPM using CCTK but it will not activate.  I have tried with and without the password.  I have tried to turn it on, then reboot, then activate, and reboot again and still no luck.  I have cleared the TPM and reset the BIOS to default settings.  Has anybody had any luck automating this process?

The process of TPM activation can be automated using CCTK.

Please ensure TPM is in clear state, while doing the above process. If the TPM did not activate, please upgrade the BIOS and try.

I had already followed the instructions on the White Paper and it didn't work.  It didn't work using the video either.  It would tell me that I had to setup a password to activate to TPM but I had set a password and it still didn't work.  I updated the BIOS to the latest version and still no luck.  I am testing on a E6520.
