Vostro 3560, overheating since upgrade to Windows 10?

Ever since I've upgraded my DELL Vostro 3560 from W8.1 to W10 I've noticed overheating problems. When just surfing through browser, CPU temperature is steady 70 celsius, which wasn't the thing on W8.1. I'm afraid if I run some games it'll go to 100 celsius and I know 70 isn't that safe when steady and "inactive". I only want to know if there is a fix otherwise I'm reverting to W8.1.

I also noticed that even when the cpu is very calm (below 5%) the fan is still working. I remember in windows 8 when the cpu was working below 5% the fan used to stop working.
