PowerEdgeT310 - Won't go to bios setup

This is running Windows 7 Ultimate. I just installed Win 7 and ran Windows Update, it downloaded and installed those updates, then said needed to do additional updates and it downloaded and installed those without any problem. Rebooted, and now when booting up, I get the Dell Splash Screen, and it goes through boot like it going to Windows, but doesn't get to windows. No windows splash screen etc and just reboots itself.

When it reboots, I hit F11 for boot manager, trying to get it to boot to DVD thinking might have a bad Windows Update. It says entering Boot Manager, but then just reboots. It does exact same thing if I try and go to Bios Setup.

This functionality occurs prior to the OS loading and would have nothing to do with the OS update. If you made any other changes to the system I would start troubleshooting that. If you cannot enter the system BIOS then the system is not completing POST. No POST troubleshooting involves disconnecting/removing all hardware not required for POST. I would start with simple items. For instance, if you connected a USB drive to the system to perform the OS install/update then that USB drive may be causing issues with POST.
