My Dell Downloads "MICROSOFT .NET Framework" Error

Everytime i try to download "

It comes up with "MICROSOFT .NET Framework" Error.

I dont know what to do, i have tried deleting my cookies, i tried to get Framework re-installed but it said a newer version was already installed. I dont know what to do, ive been searching for answers for 3 hours only to no avail. If you guys have any ideas, or know the solution, your help would be greatly appreciated.
