If you have the recovery media you should have made when you first received the system, insert the disc or connect the flash drive.  Press F12 at powerup to boot from it, and follow through the prompts to restore the system.

If you did not prepare this media, you will need to contact Dell to purchase it now.

If the original OS is Windows 8.x see here to download a Windows 8.1 .iso and Clean Install:

If the Original OS is Windows 7 there is no OEM .iso Download because Microsoft removed them back in February. You can however download Windows 10 TH2 (Beta) which will accept your Windows 7 OEM product key from the COA:

TH2 should be released on the maintrack in a couple of weeks and is a free upgrade to any Windows 7 OEM or Windows 8.1 OEM license.
