Make sure the CD/RW is jumpered for cable select and attached at the end of the ribbon cable.  Also while you're inside check to see that the floppy drive cable is securely attached and hasn't worked loose as a result of moving things around.

The next step is to clear the NVRAM.  What this basically does is take a fresh inventory of the computer's hardware for the BIOS.  This can be useful where the computer has a difficult time accepting a hardware change.  Here's how to clear the NVRAM:

  1. Restart your computer.

  2. At the first text on the screen or at the Dell logo, press the key every three seconds until the message Entering Setup appears.
    The System Setup screen appears.

  3. Press the key, the key, and the key to light up all three lights on the keyboard.

  4. Press the and keys at the same time.
    The system will emit a beep tone to indicate that NVRAM has been cleared.

  5. Press the key, and then press the key to save the changes and reboot the system.

Thanks for your help. But unfortunately it did not solve my issue. I did re-check all the cabling and power connectors just to make sure something has not come loose.

I have also had (just for kicks) the CDRW jumper set to master/slave/cable select with the ribbon in both positions at various to try all the settings possible. Currently, the CDRW jumper is Cable Select with the end of the ribbon cable the position being used.

If anyone else has an idea, I am reading. :)

Well we have eliminate the BIOS and the hardware from the picture so the problem must lie in the operating system.  Have you checked Windows Device Manager to see if there is a conflict?  Here is an article from Microsoft and it offers some advice on troubleshooting which you may or may not have tried:

hi...i do not have solution to ur problem, but am trying myself to remove the dvd rom from the 4600. can you please tell me how u achieved it. thanks!
