Have you tried using the notebook with another network other than the phone? The notebook may not be configured correctly for the phone. Before doing a lot of troubleshooting sometimes it saves time to just try connecting to another network and see if you have the same problem.
In case you notice the problem for all networks the following document has basic WIFI troubleshooting here.
You can check to see if the notebook is getting an IP (Internet Protocol) address. Open a command prompt, start - search cmd - and it should open a black text box. In the command prompt type ipconfig and press enter.
This should list both the wireless and ethernet adapters and if they currently have an ip address. Something like IPV4 followed by a series of numbers. For example IPv4 address.... 192.168.1.254.
Next type ping space and the IP address listed running the ipconfig command and then press enter.. for example ping 192.168.1.254 enter. It should read out that it is pinging the ipaddress and it should list that you are getting replies.
Try safemode with networking, start the system tapping F8 and choose safemode with networking. Boot to safemode and try the connection there, is there a difference?
If the notebook is not getting an IP address, and it doesnt matter if you are in safemode or not and you cant connect no matter where you go then I am going to suggest uninstalling and reinstalling the wifi driver. You will want to completely remove the wireless software and driver and then reinstall it. If you are able to get online using a wireless connection you can download the driver from support.dell.com.
Previously, I've used the laptop with a MiFi device and this problem never happened when using that. Also, I've been reading on forums that other people have had problems with Internet Connection Sharing when using a Nokia Lumia 520.
I think this means then that the problem must be on the phone's side, rather than a problem with the laptop itself.

I typed ping space followed by the IP address. It pinged 4 times and says-
Yeah it looks like the WIFI card is working and communicating with the phone, if you are not able to browse I suggest trying safemode with networking and see if you can browse there. If you are able to browse with no problems in safemode with networking then the hardware on both the phone and notebook is fine and you have a software problem on the notebook. Check you anti-virus programs and fire walls and make sure that they aren't blocking he connection, run a anti-virus to make sure that there is no malware.
If you aren't able to browse in safemode I suggest contacting your mobile carrier and see if there are any settings that they can suggest to configure the notebook to work with your phone.
