Alert has already been set to disable and it now just hangs after the dell flash screen appears....you can get into the bios but you cannot go past that as it just has the flashing white cursor in the top left hand corner....??
Checked the link Majestic and ran through it and would you believe that when it says use your arrow keys to select RESET, and then choose ENABLED...guess what...there is no reset in there!!...
After you get a Cover Alert you must reset the Alert Notice. In the option where you disabled the Alert there is an option to RESET it. Go back into the BIOS SETUP and RESET it and then DISABLE it again.

If the BIOS passwords have never been set then the next thing I would try is clearing the NVRAM. Possibly the NVRAM has been corrupted and is now causing your boot problem. The link below will explain how to clear the NVRAM on your model:

You might want to either call Dell Tech Support and/or also post a copy of your problem over in the Optiplex - General Hardware forum. That forum has a better variety of visitors stopping in and hopefully someone has run across the problem before. In your posting be sure to detail what you have already tried to do so you don't get any repeat suggestions.
One more thing... I was reviewing Dell's Knowledge Base article and came across one concerning the Cover Alert. According to the article by enabling the Chasis Intrusion setting it will also RESET the alert message. Might be something worth trying. If it works and clears the message then you can go back in and disable it after a sucessful boot. Here is the article I was reviewing:
The only other things I can think of at this point is either the Setup Password is enabled and you are not aware of it or the sensor/switch on the cover is not indicating that it's fully closed.
With the machine off try pulling the jumper on the motherboard for the password. This will clear any passwords that maybe enabled. After doing that then check to see if you can RESET the cover alert. Here is the information on the password jumper:

Regarding the cover. Check to see that it is installed properly and is fully closed. When you take the cover off check to see if dust or debris isn't wedged into any of the slots where the cover fits into.

Majestic...What do you mean by reset it...
Basically I rebooted the machine and went into the BIOS disabled the alert and then just the white flashing cursor...
Also just flashed the bios and still the same
