This is a feature called "CABC". Dell does not advertise this feature anywhere but you get to find out about it after buying the laptop after which you have no recourse except to hope that dell releases a fix for it. This same feature exists in the XPS line for which they have released a fix. They haven't yet for this laptop, nor there is any communication that they plan to. When I contacted dell I was told that it's working "as designed" and basically to deal with it. I own the 7373 and facing the same issue.
Be safe out there, companies are now acting like thugs, where they are forcing features on customers, not mentioning on the websites and not allowing customers to even return the laptop within 24 hours of buying it once the customer purchases their products. If you are in a location where they allow returning the laptop, do it before it's too late.
I stumbled onto the same problem (Inspiron 15 5593) and this thread, finally found a solution which I describe for the next persons: in the BIOS, in the Video section, uncheck the "Ecopower" feature. Save and reboot.

I'm having the exact same issue, have also disabled adaptive brightness to no avail. Extremely annoying feature must be a way to disable it?
