Dell Support program on laptop turn on or be fined?

So on 6/4/2018, I got the strangest phone call, and now I'm mildly concerned. A dell support tech called me about my laptop and how a dell support program was not functioning probably. When I asked what the program was for, all he would tell me is that it is for "security reasons". Now, when I have the opportunity, I like to know what certain programs are doing on my computer since there is so much bloatware that comes with laptops these days. I've had the laptop for a few years no problem. But the support tech is Very insistent that I need to turn it on. So I'm starting to feel uncomfortable by his way of talking, pushing aside my questions like I don't need to know or not smart enough, and when I outright begin saying I won't turn it on until he tells me what it is, he begins to threaten me by saying that Dell will charge me somehow! That if the program is not turned on, Dell will fine me! Naturally I try to clarify my concerns here. Unfortunately, throughout my call he was speaking with a heavy accent, and it only gets worse as I keep asking questions and his words get worse, the only thing I can hear is 'charge' and 'credit card' until he finally just hangs up on me. Apparently, the application layer gateway service is Really important. Can anyone help clarify what this program does, and tell me if Dell is going to charge service fees on my computers after I've purchased them?

it's a scam to get you to run some malware next time he calls just keep him on the phone as long as possible, but never click on any link or go to any website he tells you to go to.

I can certainly believe that, especially when the first thing he wants to do is remote into my computer and refuses to give me self instruction when I say I'll do it myself.
