Inspiron 3650, motherboard replaced, boot problems

I have a Dell Inspiron 3650 and recently replaced the motherboard in it. The board works fine, all the components work, except for one problem. A lot of times after I shut the PC off or restart it, it gets stuck in a loop where it powers on for about 2-3 seconds then shuts off. The only way to fix it is to unplug the PC and reset the CMOS by taking the battery out of the board and pressing the power button. This is really annoying and I need it fixed.

Where did the replacement motherboard come from?  Dell? or a third party?  Was it a new motherboard or a used/refurbished?

I bought it off of eBay. It was a board pulled out of a new system, in fact, it was still in manufacture mode when I got it. I tried without the CMOS battery and the issue still remains, also, I reset the bios to default settings and now when I boot I get the Dell logo like I'm supposed to, as I was getting the American Megatrends logo before, but it says CMOS checksum bad, real-time date and time problem, run BIOS set up. I click the BIOS set up button but I'm not sure what I'm supposed to do, as whatever changes I make don't do anything. The date is stuck at June 2n, 2017. If it helps my BIOS version is 3.6.0, should I downgrade it?

It may have been pulled out of production because it has a corrupted BIOS that can't be repaired (?).  If its returnable, I would return it and get one somewhere else that is a "working" board.

However, Dell has a BIOS recovery and depending on what has happened, maybe one of the procedures will fix it.

You have purchased a REJECT motherboard that cost the seller nothing that was fished out of the scrap pile at the factory in china and sent to you.  This is why it does not have a service tag as its defective.
