XPS 8700, GT 1030, upgrade issue

Please Help. I am trying to update a video card on my XPS 8700 to a GT 1030.  My current card is a Gt 635. I have seen other people do this or other similar swaps online. I tried to install the card and when I powered up the computer I got no video output. My current machine configuration is as follows:

OS Name             Microsoft Windows 7 Professional

Version 6.1.7601 Service Pack 1 Build 7601

System Model   XPS 8700

System Type      x64-based PC

Processor            Intel(R) Core(TM) i7-4770 CPU @ 3.40GHz, 3401 Mhz, 4 Core(s), 8 Logical Processor(s)

BIOS Version/Date          Dell Inc. A13, 6/13/2018

SMBIOS Version               2.7

Do you see any video at all when you boot the system? Even if you have not installed the drivers, you should see something. You have a 460W PSU which is more then enough for the 1030. Are you sure it is securely plugged into the PCIe x 16 slot? What type of cable are you using to attach to the monitor? Are you sure, and I have seen this done, that you plugged into the video card port and not the motherboard onboard video port? You may have to update the BIOS to the latest, but these links should help.
