The first issue is the CD drive "device type" strapping (jumper).  Your system came from the factory with the CD drives set for "Cable Select".  The drive you are adding should also be set to "Cable Select" (may be labeled CS or CSEL on the drive).  If you don't have it set to Cable Select or changed your drives to master/slave, reset the jumpers on the drive(s) to Cable Select.  The jumper for this funtion is located to the left of the IDE Ribbon I/O cable on the rear of the drives.

Also, reset your BIOS back to the default settings.  In most Dell's there is a BIOS option for (factory) default settings.  The BIOS must "see" the drives and correctly or Windows will not detect them.

That should take care of your problems.  The BIOS is not the issue as you have the latest BIOS for the 2400.
