Inspiron 17r 7720 won't boot

When I start it up, it goes straight to a blue screen after dell symbol, and says recovery. Couldn't be loaded because the system registry file is missing or contains errors. Error code 0xc000014c. But I can't hit F8 or do anything else. Any ideas?
