New hard drive, dell recovery disk won't go to install menu

I have a dell inspiron 5795 and the hard drive died. I have installed a new Seagate FireCuda 2TB drive, but I can't get windows to install.

The computer came with Windows 7 installed, but the option to upgrade to 10 for free (an option I never took) as well as a Dell windows 10 Pro recovery disk. The disk says, "Already installed on your computer" and "Use the disc only to reinstall the operating system on a Dell computer." I have never used this disk before.

I have tried starting to computer and booting from the disk, but it does not take me to the installation menu that every internet guide says it should. It asks me to select the language and keyboard, but then it takes me to a "troubleshooting menu." There are several options here, but none of them are for a clean install. One was to recover windows, which said that it would uninstall windows and recover from a disk. I tried running that and it appeared to work, with a percent complete slowing increasing for over an hour. Then, the computer rebooted and still acts as if there isn't an OS installed. It acts like the disk didn't do anything.

I have used F2 at startup to confirm that it is finding the new hard drive.

Additionally, at start up it briefly displays the message, "PXE-E61: Media test failure, check cable" before loading the CD. I've checked the boot options, and it is not set to boot from a network, so I'm not sure what that error is about.

Any help here would be greatly appreciated.

Finally figured it out. I had to change the Boot List Option from Legacy to UEFI before installing from the disk
