I believe that partition holds the restore image of your notebook so if you wanted to you could restore the unit to as shipped from factory state.
Yes it is OK to delete it and use that space in another partition or as it's own partition IF you never plan on restoring the notebook to as shipped from factory state.
There is also another partition on the drive. It should be aroung 30-40 MB and that holds the Dell diagnostic program. Dell sent a OS CD and the diagnostic program is on the "Drivers & Utilities" CD so you can delete that partition also.
