I'm not a computer expert by any means but when I had BSOD on boot-up it was software related, not hardware. I tracked it down to the firewall I had just upgraded, so check whether you have just installed new or upgraded some software.
Sorry, my last post was not specific enough. Using google I found this. Read the post by Crashkuk2k1. This solution does not involve a re-format. I have absolutely no first hand experience of this (but no reason to believe that it is not true).

The ONLY thing which works for this error is a DEBUG(with the resource cd) and a format install (from the xp cd)
DEBUG info http://search.dell.com/searchcom_redirect.aspx?c=us&l=en&s=gen&cs=&k=debug&cat=sup&tdc=235&tcn=0&curcatni=0&curcatna=sup&tdcp=3&lbcp=1&ubcp=3&ty=content&cd=1&sfp=res&redp=http%3a%2f%2fsupport.dell.com%2fsupport%2ftopics%2fglobal.aspx%2fsupport%2fkb%2fen%2fdocument%3fdn%3d1011054%26c%3dus%26l%3den%26s%3dgen%26cs%3d
Clean install info
