Formating the hardrive and reinstalling XP

Question

I have figured out how to get into Emergency recovery system.  I then typed in format the C: drive.  This did not clean the whole hard drive off.  Well then I went to try and start into the Xp operating systems and it said that I had files missing so it will not boot up.  Is there any way that someone could tell me how do preform a clean format and how to do a clean reinstall?

Thanks for the link. I also would like to format my hard drive. However, I have a Dell 300m, which uses an external CD-rom drive. I wanted to know if that would be a problem (like if there is a period where it won't be able to use the CD-rom drive because it has removed those drivers during the format)? Thank you.

The drivers will be on the XP CD so you can format C
