Trouble installing software for multiple users in Windows XP

There are four users of a Dell 8250, Windows XP Home edition and all are computer administrators.  I installed Pinnacle PCTV USB2 software using my account and the software and the device (USB TV tuner) works great.  However, none of the other three users on the same PC can run it - Hardware Initialization failed, unable to read important entries in the Windows registry.  Pinnacle says that you must have Computer administrator rights to install (which I did succesfully) and be a member of the standard user (power user) group to run the software.  All users are computer administrators, XP Home Edition doesn't have power users.  I tried to reinstall the software on one of the other accounts, but since the software is already installed on the PC, I do not have the option of a full reinstall separately in the other user accounts.  The install program gives me three options:

1.  Repair all program features installed by the previous setup.  When this was tried using the other user account, the software did not work on my account or the other user account.  I had to uninstall the software and re-install it using my computer administrator account.

2.  Select new program features to add or select currently installed features to remove

3. Remove

The issue unfortunately persists in that the other 3 users cannot run the software/device.  Any insight would be appreciated.
