No display and 1-3-2 beep code

I'm building pc using Dell Optiplex 7010 SFF motherboard but I'm having problem with what seems to be bad RAM. My specs are Intel I5 2400, GeForce 9500 GS, 2x Atermiter 4gb DDR3 RAM and 350W PSU. When I plug in my build it doesn't display on my TV screen and I can hear beep 1-3-2 which I found out means memory failure. I tried reseating RAM, putting 1 stick in each of the slots, taking out CMOS battery for 5 minutes and reseting BIOS using jumper but it didn't work. I read that Dell doesn't support ECC and high density ram. My RAM sticks have 8 chips on each side (so 16 in total on each stick) and if it was ECC it would have 1 or 2 more, but I'm not really sure what low or  high density means. I was able to read that it depends on how much chips RAM stick have and that high density should have 512mb on each chip while low density only 256 but my RAM is 4gb with 16 chips so shouldn't that mean that it's low density and should be compatible with Dell Optiplex 7010 SFF motherboard?
