Dell Venue 11 7130 with up-to-date firmware and Windows 10 software has inconsistent behavior. Its a Dell pen with healthy battery. This is an ongoing issue through earlier firmware and software versions.

When it works, it performs as designed and expected for short periods. Then the screen stops responding to the pen as if it does not know it is there.

How can I determine if its the pen or the Venue?
