Cause

La root cause di questo problema è dovuta alla funzione "Force protocol encryption" abilitata nella configurazione di SQL Native Client in SQL Server Configuration Manager.


L'impostazione "Force Protocol Encryption" in SQL Server forza l'utilizzo della crittografia SSL.
La crittografia SSL richiede la disponibilità sul computer di un certificato Exchange emesso da un'autorità di certificazione (CA) attendibile. 
Senza questo certificato, la connessione non riesce.

Resolution

Per risolvere il problema, procedere come segue:

  1. Aprire SQL Server Configuration Manager
  2. Cliccare con il pulsante destro del mouse suS QL Native Client 11.0 Configuration e selezionare Properties.
  3. Impostare il valore Force Protocol Encryption su No e selezionare OK.
  4. Eseguire la stessa procedura per la configurazione di SQL Native Client 11.0 (32 bit)
  5. Riavviare SQL Server
  6. Una volta che SQL Server è operativo, verificare che il problema sia stato risolto.
