Cause

This is working as designed.

Resolution

BIOS Serial Log:

"Cannot support Uniform Memory Access (UMA) interleave greater than 2-Socket ways. Switching to Non-Uniform Memory Access (NUMA) memory interleaving.
 Type: R940 4 CPU support node interleaving enabled"
