You sure it requires a driver? Have you contacted the manufacturer? Do other USB devices work on this PC? Have you tried disconnecting all other USB devices except mouse, monitor, keyboard?
When looking for drivers for a device, a good place to start is with the manufacturer of the device. For an HTC branded phone that would be HTC (www.htc.com).

It was sufficient to install Activesync 4.5 version. It includes drive for usb device.
