CPU not throttling down, speedstep issue? Inspiron 2200

Hello, I've been searching the forums and faq's for a few hours and can't seem to find an answer. Can anyone help on this one? I have the Inspiron 2200 with Penium M 1.7ghz CPU. I have speedstep enabled in the bios but I can't see to get the CPU to throttle down properly. I downloaded the intel processor ID utility to see what speed the CPU is running at. I switch my computer to battery and the CPU doesn't change. I use QuickSet (v 7.1.10) for the power management and I don't see anything in there about CPU speeds. I tried setting it to Maxium Battery but the CPU didn't seem to change. I tried to change the settings in the windows power management window but didn't see any change either. Even if I exit all programs and the system is just idling it still is at full speed (1.7ghz). Is it a setting thing? Does this computer just not support Speedstep? Thanks for your response. Oh.. I had a similar issues with my 2200, but in reverse.  The processor didn't seem to get up to speed when on wall power.  I did a little searching on the web and found a nice piece of software called SpeedswitchXP.  I have version 1.52 at the moment. 
 
This software is free and very easy to use and understand.  You can also modify which processor setting you want to run (Dynamic, batter saver etc).  Do a search for it and you should find it no problem.
